Hi,

I had the same problem, too, for some time.  What I think would be more accurate is that you need to box in the selected characters.  Like put your cursor just above the first character to your left whom you wish to select.  Then hold drag your mouse until both characters are selected.  That should lasso them together.

I also originally found the lasso/marquee method a bit awkward. But I'm now using it close to the end of the game when taking about 30 gunslingers/deputies etc. to a railroad repair and want to grab a load of them at once to rush them to the train to protect it. Or if quickly roping all 4 or 6 staff from a farm to go and fight a fire. On the farm they are all within a fixed rectangle so it's easier! 

And if dividing gunslingers/deputies into groups, to be assigned a group numbers, I use a lasso on each group but only after I've split them individually into groups (like picking teams at school sports lessons!) then it's easy to lasso a distinct group all standing close together.

But whenever I want to select 2 or 3 people together for just one move I much prefer the shift-click method i.e. hold down shift whilst clicking them all in turn.

There are many threads on noise ordinance but you won't find that info here as this thread is for general 'non-quest/location specific' tips.
