I just saw your post.  I don't know if you've since moved on from this but in case you need help, what I did was search the area to find some gold or silver deposits and mine as necessary.  Eventually I was able to build the grainery.

I'm just starting to play Westward III, having just finished Westward IV today, so I'll check up on here more often in case you want some more help.  It's unfamiliar territory to me, though, so I may be asking questions as well.
